Updated quarantine protocols released for government offices and employees

ANNAPOLIS, MD– Governor Larry Hogan today announced additional measures to deal with the current wave of COVID-19 hospitalizations, including measures to protect the health of state employees and citizens entering buildings and state facilities.

In addition, the governor announced that the state has entered into landmark agreements with the state’s two largest employee unions that will lead to significant pay increases and additional benefits for members of the Maryland Professional Employees Council. Local 6197 (MPEC) and AFSCME Maryland Council 3.

“Today, we are taking another series of measures to deal with the current increase in hospitalizations linked to COVID-19, and we will continue to take all necessary measures to help our hospitals and ensure the safety of people,” said Governor Hogan said. “In addition, we have successfully concluded historic agreements with all unions, and I would like to thank all the hard-working state employees for their dedicated service.”


The agreements with MPEC and AFSCME, which represent around 23,000 state employees, signify the conclusion of annual negotiations, leading to agreements with all unions of state employees. Concretely, the MPEC and AFSCME agreements provide for:

  • January 1, 2022: a bonus of $ 1,000, a cost of living adjustment of 1% and a catch-up increase of approximately 2% for employees who did not receive a raise in the last fiscal year;
  • July 1, 2022: a COLA at 3%;
  • July 1, 2022: regular increases of around 2% in fiscal year 23; and
  • July 1, 2023: a COLA at 2%.

The announcement follows agreements reached with the Fraternal Order of Police (FOP), State Law Enforcement Officers Labor Alliance (SLEOLA), BWI Airport Firefighters Local 142 and American Federation of Teachers (AFT) Healthcare in December.


Face coverage requirement for government buildings. Beginning January 3, 2022, face coverings will be required for employees and visitors in all state buildings and rented spaces in all public or shared spaces.

Paid leave for booster injections. To encourage recalls among all eligible state employees, the state will provide two hours of paid leave to any employee who receives a recall. This benefit will apply retroactively: employees who present proof of obtaining a recall will benefit from the leave. All employers are encouraged to offer paid time off for vaccinations and reminders.

Updated quarantine protocols for government employees. The Maryland Department of Health (MDH) and the Maryland Department of Budget and Management (DBM) have issued updated guidance to state agencies and offices adopting new CDC guidelines on quarantine protocols for employees of state and leaving agency heads the discretion to implement teleworking and hybrid working hours. for affected employees while maintaining operations to continue serving the Marylanders. Frontline agency services will continue to remain open.


In recent weeks, the state has taken a series of emergency measures to address the convergence of the Delta and Omicron variants:

  • Establishment of an emergency operations center to optimize the capacity of hospital beds and make full use of alternative care sites
  • Committed an additional $ 100 million for hospitals and nursing homes to meet urgent staffing needs
  • Began distributing 500,000 rapid home test kits through local health services and BWI airport
  • Extending the days and hours of state-run test sites and opening two additional surge test sites to meet increased demand
  • Additional funding of $ 30 million has been made available to school systems to further improve their own testing resources
  • Extended genomic sequencing to track and detect COVID-19 variants
